コンピューターやインターネットといった情報通信技術（ICT）を利用できる者とできない者の間に生じる格差、あるいはその格差が社会や経済に与える影響を指します。これは、経済状況、地域、年齢、身体的障害、教育レベルなど様々な要因によって引き起こされます。
